Identity alone does not establish driving eligibility. DOD's planned process combines identity, licence status, relevant classes and endorsements, work eligibility and applicable criminal-history information. Ongoing expiry and status monitoring is also important after initial approval.
Prioritise immediate safety, call 111 when required, avoid admitting liability, record relevant details and notify the appropriate authorities, insurer and DOD support channel. The applicable customer and driver agreements should guide the next steps.
